The best is. It is easy, they come with templates or you can upload your own pages, you can upload files, and you can run scripts, games, and ads.
The easiest is. It is extremely easy to use, but you cannot upload your own pages, or upload files, or run scripts, games, and ads. It comes with a built-in media page, blog page, guestbook/comment page, and contact page. Some templates come with an extra feature or two.
Both are free, but Webs.com allows you to have a non-free account.
Webs.com has URLs of either yourname.webs.com or freewebs.com/yourname.
Homepagenow.com has URLS of yourname.something.homepagenow.com. The something in the URL depends on your template theme (Kids, Birthday, Resume, Blog, etc.).

If I were you, I would go with Webs.com if you have a bit of time to plan your website design and want to have a more complex website. Homepagenow is very limited and should pretty much only be used for quick, simple, small websites.
