I am making a new fan club website but i need to find one where I can make a special effects introduction to enter the site. Can anyone help me?

I need a web hosting company that has a good website builder online because I really to do it all online as i am not a very good web designer. Needs to be about 10 bucks a month or less, its more of a personal site. Anyone know anybody good?
