I am looking to start up a fan club, and am looking for a free hosting site that can provide me with resources such as web layouts, and possibly forums. I have limited web design skills, so am looking for something fairly simple. I will also take sites that require a minimal fee.

I can’t find out how to set up an oekaki. I know you need a website to host it. I need a free hosting site plus instructions on how to set one up.
If someone could show me how to set an oekaki up that’d be great. Thanks.
