What time in the morning can a builder start work on a building site with diggers, machinery etc?

in Texas. Can they start working at 4 am? thanks

   I don’t know what the law says but I would say just consider the neighbours. It would be polite not to start until you think they would have woken up, maybe at 7:30am or so. If you got woken up at 4am by a noisy digger next door, you wouldn’t be very happy, would you?
