Where can I find a FREE website builder to download?

I teach technology and would like to introduce students to beginning webpages. I am looking for a free download where multiple students can build their own webpage/website. I would like a site where I can download the sitebuilding tools. Students are NOT allowed to sign up using an email address.

Serif webplus 7 is free from their website.

Yahoo Geocities has it’s version available online although you cannot have any links not even to your own pages.

If you type free website builders into Google you will get loads of different options and you can pick the one that suits your needs best

I have found that the best website builder is Webstarts. With a free membership you can build multiple free sites. It is not a download though it is internet based. With a unique drag and drop tool it makes it extremely easy to use.
    Here Is The Link
